Hamish, what you described is no more likely to be RRC than any other wheel

Fortunately this will not be an issue in the US unless one of the States re-writes their gambling laws. Per the current laws in all States that allow "class 3" gaming, which roulette falls under; no mechanical devices that alter the game can be used. Then again the law also states there can not be an unfair advantage and in my view not giving "true" odds on a game is an unfair advantage held by the casinos.

Depends on the local laws. Here the wheel is considered a gaming device that produces "random" results, so the use of the RRC is legal. The people that make the definitions are largely the same ones who benefit from the laws. Politics is not what it is supposed to be - it's basically big business.
